This page contains general information about Lighthouse Harbor, including rules and policies of the building. This information is mostly pulled from the New Tenant Guide.
Soniat Real Estate Management is the first point of contact for arranging moving, maintenance, repairs, complaints, concerns, and general questions. Condo Cafe is their communication’s portal and hosts the building’s documents including the Articles of Incorporation, Bylaws, Minutes, Contracts, Financial Reports and more. This is where your account information is displayed, where reservations for the club suite can be made, and where you report maintenance concerns.
Cameras are in use and can be monitored via Lorex Cloud or Lorex Cirrus application from an App Store. Detailed directions with images are located in the Instructions section at the end of this document. For emergencies or any suspicious activity, call 911. If daytime, notify the facility manager at 504-377-5221. For non-emergencies, call NOPD at 658-6030 or Levee Board police at 283-9800.
Be aware of who your neighbors are and are not.
Gate awareness - do not open the gate for strangers. Be careful of anyone coming in behind you when entering the building, including the drive gate.
Do not remotely open the gate for anyone you are not certain about, including delivery people. You can add a password in delivery instructions to verify the person requesting access. Delivery providers are not allowed to roam the building. See Mail and Package Delivery Protocol.
ProdataKey, is the downloadable app from Google Play or Apple Store used for remote access to the gates from your devices. To register, provide an associated email to the Maintenance Engineer for connection.
Remote Key Fobs Gate access fobs release the locks on 1-South Pedestrian Gate, 2-Drive Gate, 3-Center Pedestrian Gate, 4-North Pedestrian Gate. Each fob has a code used to program the fob and is recorded in the office in case it needs to be disconnected. New fobs can be purchased for $35 from the Maintenance Engineer.
Call Box: When someone calls you from the wall mounted call box outside of the center pedestrian gate, #3, the lock will release when the number 9 is pressed on your phone keypad. The call will then be disconnected. Provide how you want your name to be programmed into the call box with the associated phone number to the Maintenance Engineer for programming.
Move-in/Move-out shall be accomplished Monday through Friday 8:15 a.m. to 4:45 p.m. after written Notice to Vacate is submitted to the Facility Manager at least seven days in advance of the move. Owner/Lessee must engage a Police Officer with a police car to be present during all times that any vehicle is parked on Lakeshore Drive for the purpose of supplying, furnishing, or delivering a product or service to the Owner/Lessee. Be advised that there is a four-hour minimum for police duty. Exception is needed for a Saturday move and requires a written request from the Owner/Lessee to the LHCA presented seven days in advance of the date of the intended move. If approved, the Facility Manager will furnish the Owner/Lessee with written permission to proceed after a $130.00 security fee has been paid. The security fee shall compensate the Facility Manager for the first four hours (minimum charge) of the move. Additional time required for completion of Owner/Lessee's move shall be paid to Lighthouse Harbor in the amount of $32.50 per hour.
Please use the south elevator (to protect the north elevator’s glass), and let Randy know your plans beforehand. He can arrange to put up the moving blankets in the elevator or assist with safety precautions while loading/unloading on Lakeshore Drive. This is for your safety and ensures minimum inconveniences for all residents.
Moving
The building’s dumpster does not have the capacity to accept the additional trash associated with moving. Owners need to make arrangements for their disposal of moving boxes. Glass Half Full recycles boxes and Facebook Marketplace are options to look into.
If the move-in is a rental unit, the owner leasing their condo must have a written lease. This lease must comply with the provisions stated in our condo documents such as the Condominium Declaration, By Laws and Rules and Regulations. A copy of the lease must be provided to the LHCA for review and approval prior to move in. If the lease is not provided or approved, the move in will not be permitted.
There is no littering on the premises. This includes paper, boxes, cigarette butts, empty bottles and any other trash that belongs in a container or the trash chute. All rubbish, trash, and garbage must be bagged and tied securely before depositing into the Trash Chute. Trash items such as boxes, packaging materials etc. that are too large for the chutes may be left in designated areas on the north and south ends of the garage and cannot infringe on nearby parking spots. Construction materials, appliances, household items, etc. are not allowed. Owners must make other arrangements to dispose of these items.
Furniture and Construction Materials: Habitat for Humanity Restore has free pick up usable furniture and construction materials https://habitat-nola.org/restore/. Also try Facebook Marketplace and Nextdoor.
Recycling and Hazardous Waste: The City's Recycling Drop-Off Center at 2829 Elysian Fields Ave will be open weekly on Saturdays from 8 a.m. until 1 p.m to Orleans Parish residents (businesses & organizations excluded). View the Household Items Recycling Drop-Off Calendar, which includes Household Hazardous Waste Day and Shred Days.Glass bottles and jars (up to 50 lbs.), Electronics, batteries and light bulbs, Hazardous Waste: paint, chemicals, oil and oil filters, Mardi Gras Beads, Shredded paper. On certain dates, citizens can shred personal and/or sensitive paper goods up to 50 pounds per person This is a free community service offered in partnership with Iron Mountain.

Contractors will be allowed on the property Monday through Friday, 8:15 a.m. to 4:45 p.m. Saturday work requires written approval from the LHCA President. There is a $130.00 minimum charge for Saturday work, which covers the first four hours. Additional time required for Saturday work shall be paid to Lighthouse Harbor in the amount of $32.50 per hour. Contractors are explicitly denied access on Sunday. Unit Owners and Lessees must abide by the Contractors Rules. Contractor Rules are to be obtained by the Unit Owners or Lessees from the Facility Manager prior to hiring Contractors for their individual Unit jobs. Contractors must register with the Facility Manager upon arrival and departure each day and be assigned a photo identification badge prior to performing any work on the premises. Contractors providing service for less than one day will be assigned a temporary badge. If the badge is not returned a $25 charge will be applied. Contractors performing services for more than one consecutive day must place a $25 deposit for each badge assigned payable via check or money order only. Contractors or service providers who do not return their badges will not be permitted entrance onto the property thereafter and will forfeit their deposit. Housekeepers and other service providers who are given a key to Owner/Lessee's Units or who have Owners present during their stay will not be required to check-in nor obtain
Courtesy hours are 10:00 PM to 8:00 AM. Please be considerate of others regarding noise. No obnoxious or offensive activity shall be carried on/in any Unit or in the Common Elements, nor shall anything be done therein, either willfully or negligently, which may become an annoyance or nuisance to the other Unit Owners or occupants. No Unit Owners shall make or permit any disturbing noises in his individual Unit by himself, his family, servants, employees, agents, visitors, guests and lessees, nor do or permit anything by such persons that will interfere with the rights, comforts or convenience of other Unit Owners.
Register animals by filling out the Pet Registration or Service Animal Identification form and submit to the property manager. No pet that creates safety issues for residents will be allowed. Except with the permission of the Board of Directors no Unit Owner or Lessee may keep more than two (2) domestic animals within his Unit. For the Purposes hereof, the term "domestic animal" shall refer exclusively to dogs, cats and birds. Pets must be on a leash and in the company of the pet owner, a family member, or a guest any time the pet is in any of the Common Elements. Residents are expected to immediately clean up after their pets. A fine of $50 per occurrence may be imposed on an Owner for violation.
Absolutely no smoking is permitted in the Common areas; Elevators, Club Suite, Club Sweat, Pool Deck.
Complaints regarding the management of the Common Elements or regarding actions of other Unit Owners shall be made in writing to the Board of Directors.
The Common Elements shall be kept free and clear of rubbish, debris and other unsightly materials. Owners and their grantees, lessees, tenants, successors, heirs, and assigns. Nothing shall be altered or constructed in or removed from the Common Elements except upon written consent of the Board of Directors.
Nothing shall be done in, on or to the Common Elements which will impair the structural integrity of any Unit or which would structurally change any of the Units.
The destructive force of high winds can move even the heaviest object creating missiles that can damage our building allowing water to enter and cause further damage. When a tropical storm threatens the area, it is important that every owner takes action to protect the building from their belongings that are located in common areas of the facility. It is the responsibility of each owner or tenant to remove his or her property from all common areas. These objects must be stored inside the owner's unit or removed from the property. Please refer to the LHCA Hurricane Plan at the end of this document for the latest information regarding the preparation of the building, decks, balconies, etc for hurricanes.
Nothing shall be done or kept in any Unit or in the Common Elements that will, in the opinion of the Board, increase the rate of insurance on that portion of the Condominium Property insured by the Association without the prior written consent of the Board of Directors of the Association. No Unit Owner shall permit anything to be done or kept in his Unit or in the Common Elements which in the opinion of the Board may result in cancellation of any such insurance or which would be in violation of any law. No waste shall be permitted in the Common Elements except where provision is made.
Nothing shall be done in, on or to the Common Elements which will impair the structural integrity of any Unit or which would structurally change any of the Units.
There shall be no obstruction of the Common Elements nor shall anything be stored in the Common Elements without prior consent of the Board of Directors except as herein or in the Bylaws as expressly provided. Each Unit Owner shall be obligated to maintain and keep in good order and repair his own Unit in accordance with the provisions of the Condominium Declaration.
The Board of Directors, its Facility Manager, its workmen, contractors, or agents shall have the right of access to any Unit at any reasonable hour of the day for the purposes of making inspections, repairs, replacement or improvement or to remedy any condition which would result in damage to other portions of the building or for any purpose permitted under the terms of the Declaration or the Bylaws. Except in case of emergency, entry will be made by prearrangement with the owner. To facilitate entry for emergency purposes, every owner must provide a key to their front door to the Facility Manager. In the event the Association finds that there are vermin, insects or other pests, it may take such measures, as it deems necessary to control or exterminate.
Each Unit Owner shall keep his Unit in a good state of preservation and cleanliness and shall not sweep or throw or permit to be swept or thrown there from or from the doors, windows, or balconies thereof, any dirt or other substance.
All radio, television, internet or other electrical equipment of any kind or nature installed or used in each Unit shall fully comply with all rules, regulations, requirements or recommendations of the Board of Fire Underwriters and the public authorities having jurisdiction and the Unit Owner alone shall be liable for any damage or injury caused by any radio, television or other electrical equipment in or serving such Unit.
Installation: Owners/Lessees who intend to install antennas of any type outside of their unit must have approval of the Board of Directors before beginning installation.
The use of cooking devices outside of the Owner's Unit shall be allowed under the following circumstances:
Frying or boiling is only permitted on the first floor rear deck level.
Those using any cooking devices shall be liable for any damage to the Common or Limited Common Elements. Repairs if needed will be charged to the Unit Owner.
No disposal of live or hot ashes from fireplaces.
Disposal of cold ashes must be in closed and sealed containers.
Ashes cannot be dumped into the New Basin Canal.
No charcoal cooking devices.
BBQ pits and cookers should be gas or electric.
Seafood boils are allowed in the garage along the shoreline.
Located in the garage for everyone’s convenience. Please return the carts to the garage as soon as you are done using them. Don’t leave them in the elevator or allow your contractors to use them for transporting debris. Owners will be fined if grocery carts are misuse or left about the building in hallways or elevators..
Ladders and hand trucks are available to all owners. They are locked in the north garage area. Get the lock combination from the Maintenance Engineer and please return any items borrowed promptly so others may use them.
On the rear deck a clear path must be maintained between the railing and the water side of the two spiral stairs for safety purposes. Owners are not allowed to place any items in this path. Owners are not allowed to block access to the spiral stairs leading to the balconies of the units on level three. These stairs may be needed in the case of a fire emergency. On the front deck a clearance must be maintained between the front of the building and the railing.Plants will be allowed on the front and back decks as per the rules specified below. Caution must be observed on the front deck where the stairs penetrate the deck to make sure the passageway between the stairs and the building is not impeded by the owner's plants, chairs, etc. Plant containers on private patios must follow the same rules above for back decks. Owners will not be permitted to hang any objects on private patio overhangs.
Decks must follow the below regulations:
Plant containers and metal objects on back and front deck common areas: Four (4) plant containers will be allowed per unit on the back deck. Two plant containers will be allowed per unit on the front deck. Saucers must be placed under all plants to protect the deck and to prevent water overflow onto the deck areas. Planters must be either black or a concrete color. No exceptions. Owners should be capable of moving these plant containers into their unit to prepare the building for hurricanes.
All metal objects such as plant containers, tables, chairs, umbrella holders, propane tanks. etc must have a non-corrosive spacer such as rubber or hard plastic between the metal object and the deck.
One set of patio furniture and one propane barbecue pit is allowed per unit. These items should be capable of being stored in the owner's unit to prepare the building for hurricanes. Pool-Spa-Sauna
Any Unit Owner wishing to place plants, flowers, trees or shrubs within the Common Elements must obtain written permission from the Board of Directors.
Please observe the courtesy hours (10PM – 8 AM) regarding noise and refrain from bringing glass into the pool area. Children under the age of 16 must be accompanied by an adult resident of the complex. No animals are allowed in the pool or on the pool deck. When done using pool toys/ floats, return them to storage in your unit. No personal pool items are to be left behind. Directions for the spa use are located in Condo Cafe and in the instructions section at the end of this document
Available for rent for private functions for a nominal fee ($25/day) by submitting the Club Suite Reservation form available in the condo cafe to the property management company. Rental starts at 10 AM on the day of the reservation and should be left clean and ready for the next rental by 10 AM of the following day. If your event requires extra time for setting up or storage, you need to book according. Make sure to totally clean up after your function, including disposal of all garbage/trash in the unit and abide by the following rules:
Residents shall use the Club Suite and the inventory in a careful, legal and proper manner, returning the suite in the condition it was received. The list of what must be cleaned and the cleaning products to use can be found on the cabinet door above the sink.
Residents shall not hold Lighthouse Harbor Condominium Association or any other residents liable for any claims, actions or legal fees that may be connected with the use of the Club Suite, Pool Area and/or any area associated with the Lighthouse Harbor premises.
Residents have fully inspected the Club Suite and the inventory items and acknowledge and accept that they are in good condition and repair. (See attached inventory list).
Residents assume all risk of loss or damage to the Club Suite and inventory items from any function. The Facility Manager will determine the cost of damages and the club user will reimburse this amount to the association via the management company.
Inventory items are not to be removed from the Club Suite except tablecloths for cleaning purposes.
Events will be contained to the Club Suite and Pool area and cannot overflow into any other areas. The pool area will not be for exclusive use to party attendees. Furniture must be put back in its original order.
Courtesy hours of 10:00 p.m. to 8:00 a.m. must be followed in regards to music and noise.
The club suite cannot be used for overnight accommodations or "sleep-overs"
Children under the age of 18 years are not allowed to use club suite facilities without continuous adult supervision.
All doors are to be locked immediately following the event and interior lights and fans are to be turned off.
The A/C is to be adjusted to 80 degrees at the end of the event in warm weather and the heat is to be adjusted to 60 degrees at the end of the event in cool weather.
There is no smoking of any type in the club suite and pool areas.
The Facility Manager will conduct the final walk through inspection.
Fitness room is available for residents' use. The door combination is 7300. Do not give pass code for the door to the gym to anyone other than LHCA residents.
Residents must abide by the following rules:
Children under 16 years are not allowed to use any of the machines or weights and cannot be in the gym without adult supervision.
Time limit on machines - 30 minutes if someone is waiting.
Wipe down machines after use.
Bring a cell phone during workout in case of emergency.
Routine use of machines not allowed by persons other than LHCA residents.
Pick up all trash prior to leaving the gym.
No food allowed in the gym.
No smoking in the gym.
Covered Gazebo (lower deck canal side) is available for owner use. Please cleanup after use and be considerate of noise and privacy of the units in proximity.
Only approved boat dock storage boxes may be stored in the designated garage areas. Only bicycles in good condition may be stored in bicycle racks. Meet with the Maintenance Engineer to identify and tag your items. No other items shall be stored in the garage area without written consent of the Board of Directors.
Each unit is titled with one or more specific parking spots for a self-powered vehicle, indicated with the yellow number at the front of the parking spot. Vehicles parked in an unauthorized spot may be towed or fined $500. No trailers or other items are to be stored in parking spots. Spots may be sold between owners. Contractors are not allowed to park in the garage. LHCA is not equipped to power battery vehicles.
No boat slips shall be leased or offered for use to any non-resident with the exception of immediate family members or to vessels registered in the name of a corporation or partnership and owned by the Unit Owner or Lessee. Proof of proper liability insurance as defined in the Condominium Document or required by the Board of Directors must be provided. Shore power is to be used and connected only to marine vehicles.
Everything on your balcony needs to be removable for hurricane preparedness. Decore should not inhibit the viewline of other units. Do not pour water or anything off the balcony.
